I've also seen this on my i7-7660U windows 10 machine. It's got 16GB of memory, 64-bit OS. I don't have any GPU acceleration.
It's not fast, but that's what I use. It's more noticeable when I have multiple Chrome windows open or am also running Zoom during a game session. -

I worked in the past (10 years) on UX, using CSS. CSS3 effects such as roundedcorners, dropshadows and to a lesser extent animations are VERY resource heavy.
They also look great.
At the moment I am using an ice pack to play. I will probably have to buy a new laptop.
I suggest reviewing the following:
