I was able to solve this buy eating a sheep (+2f) before renovating so I was able to play "Mini Pasture" in my hand and thereby given the option to play an improvement after renovating so I could convert clay -> stone and play pottery.

But without having the sheep or "Mini Pasture" in hand it would have been impossible with the in game IU to play pottery even though it was legal according to game rules.
